Pioneers Innovation for Sustainability and Impact is a Syrian-founded social enterprise focused on integrating innovative technology, evidence-based programming, and capacity development into humanitarian and development work in fragile contexts. Pioneers are leading the launch of HesabPay in Syria. HesabPay is a digital wallet platform
designed to support secure, scalable financial transactions in challenging environments. Its mission is to promote digital financial inclusion and enable humanitarian and development organizations to deliver aid more efficiently and transparently through digital cash tools. Pioneers Innovation are partnering to operationalize a country presence for HesabPay in Syria, beginning in Damascus. The goal is to support local and international partners with digital financial tools, expand access to financial services for underserved populations, and facilitate secure digital cash programming in compliance with both local regulations and international sanctions regimes..
The Country Manager will launch HesabPay in Syria under the direction and management of Pioneers. This role will lead operational setup, on the ground stakeholder engagement, and program delivery. The Country Manager will coordinate across regulatory, humanitarian, financial, and private sectors to drive adoption of HesabPay’s services through Pioneers, with a particular focus on humanitarian cash transfers.
Represent Pioneers and HesabPay with government, NGOs, UN agencies, and financial actors
Build partnerships with financial institutions, telecoms, NGOs, and merchants
Support business development and strategic alignment
Develop and implement a national strategy for HesabPay in Syria
Oversee operations: office setup, staffing, budgeting, and administration
Ensure compliance with Syrian financial regulations and international sanctions
Manage risks and ensure alignment with Pioneers’ protocols
Manage rollout of HesabPay digital wallet services
Support partner onboarding and integration
Lead customer service efforts
Collect feedback and support product improvement
Design and implement tools to track service uptake and performance
Contribute to case studies and learning activities
Report progress, risks, and impact metrics to Pioneers and HesabPay HQ
Bachelor’s in Finance, Business, Technology, Development, or related field (Master’s preferred)
5–7 years of experience in digital financial services, fintech, or humanitarian cash programming
Strong understanding of Syrian financial regulations and humanitarian operations
Proven experience in team leadership, operations, and stakeholder coordination
Fluent in Arabic; proficient in English
Entrepreneurial mindset and problem-solving skills
Familiarity with compliance in fragile/sanctioned settings
Experience with digital wallets, mobile money, or blockchain is an asset
Ability to work independently in complex environments
Strong ethics and commitment to financial transparency
